Vacancy: Manager – Research and Policy

Overall Purpose of Position
Responsible to the CEO of the Malta Further and Higher Education Authority for coordinating the MFHEA efforts and resources in carrying our research, studies and producing draft policy documents in line with the legislative framework as well as MFHEA`s work programme.
Main Responsibilities
Planning and Budgeting
• Assist in the financial planning process by identifying costs involved in carrying out studies and research
• Help identify general efficiency gains leading to identifiable cost savings in the research process
Management/Technical
• After consulting with the CEO, provide direction and maintain regular monitoring of the studies and research being carried out by the MFHEA;
• Serve as the MFHEA reference point for EU related affairs;
• Where necessary, make recommendations to the CEO for new areas of research, new methodologies to be adopted or new logistical arrangements;
• Liaise with other public stakeholders for the purposes linking to data gathering;
• Monitor the work of Research Officers (within the MFHEA) as well as contracted third parties;
• Draw up reports for the CEO, the MFHEA board or as may be required from time to time;
• Plan, implement, manage and monitor all the activities of the Research and Policy unit;
• Manage day to day operations of the Research and Policy unit;
• Ensure coherence across the Research and Policy unit;
• Provide support to the performance of staff members of the Research and Policy unit by providing feedback and pointing out areas of improvements;
Consultation
• Maintain contact with CEO by giving regular updates on the activities of the Research and Policy Unit.
• Work in close cooperation with the Heads and Management at MFHEA
• Attend regular meetings both locally and abroad as the need arises;
Self-Improvement
• Keep well informed and up to date on emerging issues linked to the research methodologies, policy direction, and EU council conclusions and EU consultations documents;
• Take every opportunity to acquire new leadership and management skills.
Others
• Discharge such other responsibilities as may, from time to time, as assigned by the CEO of the Malta Further and Higher Education Authority. In performing the above listed tasks, the Employee shall work diligently and loyally in the best interests of the Authority and of the Ministry for Education and Employment.
Requirements
A Minimum of a Recognised Level 6 Qualification and 3 years Management experience in a related Field. Preference will be given to candidates with experience in this field.

Job Description
- Determine Strategy and Orientation of ICT systems within the organisation
- Supervise implementation of strategy
- Propose technical solutions
- Draw up specifications for the procurement of ICT products and services.
- Determine quality and security procedures for ICT Systems and monitor their application.
- Supervise and coordinate execution of ICT projects
- Oversee subcontracting of ICT projects.
- Stay Informed about technical developments within the ICT domain
- Manage the MFHEA website and MFHEA social media presence
- Manage the upkeep and maintenance of the organisation’s databases
- Liaise with other organisations and other technical personnel on all matters relating to use of ICT systems by MFHEA staff
- Maintain equipment supplies
Requirements

The Malta Further and Higher Education Authority is launching an open Call for Expression of Interest for two experts with experience in Quality Assurance in Vocational Education and Training to develop a National Handbook for Vocational Education and Training (VET) providers as part of the Erasmus + Programme project ‘Support to the European Quality Assurance in Vocational Education and Training (EQAVET) National Reference Points (NRPs).’

This Call for Expression of Interest is intended for a VET local expert to act as an EQAVET National Reference Point (NRP). Candidates should have experience in Quality Assurance in VET.
