Call for Expression of Interest to be a Member of the Quality Assurance Committee within the MFHEA: Consultancy Services with Respect to Quality Assurance

In accordance with Regulation 4 (4) of Subsidiary Legislation 607.03, the Malta Further and Higher Education Authority (MFHEA) is mandated to establish a Quality Assurance Committee (QAC) tasked with overseeing its licensing, accreditation, and quality assurance functions. The MFHEA invites applications from esteemed professionals, both locally and internationally, to join the QAC in the current vacancy for the Science Sector.
The QAC assumes a critical role within MFHEA’s governance structure, ensuring compliance with regulatory standards governing licensing, accreditation, and quality assurance. It holds authority in the development and endorsement of external quality assurance protocols essential for MFHEA’s operations.

The responsibilities of the QAC:

1. Draft and approve external QA processes of the Authority.
2. Approve program evaluators for program accreditation.
3. Approve peer reviewers for external quality assurance audits.
4. Approve peer reviewers for ad hoc EQA audits appeals committees.
5. Approve program evaluators for program accreditation appeals.
6. Discuss EQA audit reports and recommends its provider accreditation decision to the MFHEA Board.
7. Provide feedback and expertise on other matters such as update of the Referencing Document, guidelines issued by the Authority on QA of teaching and learning, and QA Guidelines on Work Based Learning Components.
8. Provide any feedback related to Further and Higher Education as requested by the Authority.

Eligibility

Qualification at MQF Level 8 in the Science Sector, appointed for a maximum of three (3) years.
Kindly be informed that individuals employed full time within institutions that are licensed by the Authority will not be eligible for consideration for this position. Individuals who provide consultancy services to MFHEA licensed institutions, are also not eligible to apply.

Remuneration and Benefits

The annual salary attached to this appointment for the year 2026 shall be €29,267 with increases of €1,613 in 2027, and €1,693 in 2028 and 2029 and annual increments of €447 inclusive of the cost of living. This position is also entitled to a performance bonus of up to 10% of the basic salary and an MFHEA allowance of €1,500 annually. Statutory mid-year and end-of-year bonuses are paid over and above this amount.

MAIN DUTIES & RESPONSIBILITIES

Key Responsibilities

1. Primary Responsibilities

1.1 Authority Officers will support Malta Further and Higher Education Authority on all administrative processes at the assigned Unit (though not exclusively), as well as other areas as may be designated by the CEO from time to time. Moreover, the officer may be assigned the following areas of competence:

a) Funding Framework
b) Quality Assurance Framework
c) Student Affairs
d) International Affairs
e) Statistical Framework and Org. Knowledge Management

1.2 Responsible for the development of assigned areas of responsibility as delegated by the Authority and the CEO from time to time.

1.3Develops intellectual leadership in the designated area of responsibility assigned by the CEO and superiors.

1.4Develops the relevant capabilities within the Authority to address the designated area.

1.5Informs and advises superiors on designated areas.

1.6Drafts reports on areas of competence and will review policies from the perspective of the designated area/s.

1.7 Supports the CEO and superiors to deliver the objectives specified in Clauses 65 and 66 of the Education Act Cap 327.

1.8 Collaborates with all stakeholders on issues in the related area of responsibility.

1.9 Sources, compiles and analyses the information required to support the above functions.

1.10Any other function that may be assigned by the CEO and Management.

2.Ancillary

1. Participates in and contributes to initiatives related to the Authority.

2. Attends and participates in events both locally and abroad as may be directed by the Authority.

3. Undertakes any other assignments that may be related or conducive to the attainment of any of the above.

4. Supports Senior Management efficiently and effectively.

5. Ensures that all assigned tasks are retained in high confidence.

6. Assists in other functions as may be required.

3.Internal Relations

1.Maintains a professional relationship with all MFHEA employees.

2.Work in close consultation with and provides advice to the Senior Management and any other MFHEA employees.

3.Provides the necessary assistance and contributes to the Authority’s overall efficiency and effectiveness.

4. External Relations

Represents and works in the best interest of the organisation

Tasks and duties of the job holder are not limited to the above listed and employee may be assigned other duties.

Minimum Qualifications and Experience Required

−A full MQF Level 6 Degree from a recognised university. Candidates with experience in Quality Assurance will be given preference.

Remuneration and Benefits:  The annual salary attached to this appointment for 2026 shall be €42,772.48 + €242.32 (COLA 2026). The officer will also be entitled to applicable allowances.

MAIN DUTIES & RESPONSIBILITIES

Key Responsibilities

Job Description:

General

The Head of Further Education and VNFIL will be responsible for the national management of all aspects related to the further education sector including Further Education Institutions, Further Education Centres, and Tuition Centres and to VNFIL (Validation of non-formal and informal learning and Recognition of Prior Learning).

Key Responsibilities

  1. Strategic Leadership and Management – Develop and implement strategies that align with MFHEA’s objectives. Provide visionary leadership to guide teams in achieving program goals. Also,
  • Review and Strengthen programmes and providers for licencing, accreditation, validation and quality assurance procedure.
  • Review and strengthen administrative procedures, such as a unified registry and filing system, to cover the whole process.
  • Maximise internal synergy within MFHEA with the work of the MQRIC.
  • Seek to set up procedures for the validation of informal and non-formal learning.
  • Set up parameters and procedures for the accreditation of world-based learning.
  • Undertake protocols with third-party accrediting institutions of recognized specific VET courses so as to harmonize their role with that of MFHEA.
  • Liaise with the relevant officer to set up modernised IT systems that facilitate the information on recognition.
  • Plan, implement, manage and monitor all the activities of the licencing, accreditation, validation and quality assurance units.
  1. Project Management – Oversee the planning, execution, and delivery of applicable programs and projects. Ensure adherence to timelines, budgets, and quality standards.
  2. Team Management – Lead and mentor managers and teams, fostering a collaborative and high-performance work environment. Conduct regular performance evaluations. Manage day-to-day operations and ensure coherence at the unit. Provide performance feedback and undertake training and development initiatives for Further Education officers.
  3. Stakeholder Engagement – Build and maintain strong relationships with internal and external stakeholders. Communicate progress, challenges, and achievements as may be required.
  4. Resource Allocation – Manage resources efficiently, ensuring optimal use of budgetary allocations, personnel, and technology. Identify and mitigate potential risks to intended outcomes. Moreover, assists in the financial planning process by identifying costs involved in carrying out pertinent functions. Also helps identify general efficiency gains leading to identifiable cost savings in further education processes.
  5. Monitoring and Evaluation – Monitor the work of the Unit’s Officers. Also, establish metrics for success and oversee the monitoring and evaluation of outcomes. Use data-driven insights to inform decision-making and improve effectiveness.
  6. Compliance and Quality Assurance – Ensure all programmes adhere to organisational policies and standards and meet regulatory requirements. Implement best practices for quality assurance.
  7. Reporting – Draw up reports for the CEO, the MFHEA board or as may be required from time to time. Prepare and present regular reports on provider and programme status, achievements, and financial performance as may be required.

A full and recognised Degree at MQF Level 7 and 5 years senior management experience in an educational setting or a suitable or related field.

d. auditing processes;

e. VAT and TAX issues;

f. invoicing processes, credit management and control function/procedures;

g. internal controls, financial systems and financial procedures.
