Main Responsibilities: 

• Ensure competent quality executive of all regular purchasing duties and administration works in line with Public Procurement Regulations;
– Maintain complete updated purchasing contracts and pricing in the system;
– Prepare reports and summarise data;
– Execution and monitoring of all contracts under the guidance of the Senior Manager Finance and Administration;

Call for the provision of the services of data analysis.

Contract: 6 months renewable

Retainer: €11.80 p/ hour up to 15 hrs a week.

 

Data analysis outsourcing

The Malta Further and Higher Education Authority (MFHEA) is issuing this call for those interested in offering their service for Data Analysis on a contract for service basis. The call is applicable to individuals and service providing entities.

Background

Every year the Malta Further & Higher Authority (MFHEA) is responsible for comprehensive research on further and higher education as a basis for policy development and advice to the government and stakeholders. The MFHEA collects and collates statistics about students and graduates in further and higher education in Malta. The aim is to provide a comprehensive and precise picture of the national further and higher education sphere, to identify trends and put forward adequate recommendations for improvement and policymaking on a national and international level. Deliverables

The MFHEA is now expanding its reach and needs to develop the data analysis aspect for its various research projects. It is thus seeking the services of data analysts.

The MFHEA will supply the raw data in anonymised format. Those selected will be expected to generate professional, academic-level analytical reports based on the data provided. This includes, but is not limited to, the following:

  • Data cleaning
  • Data analysis and interpretation of the processed statistics
  • Develop research-led content
  • Data visualization to assess/convey findings, trends & patterns
  • Provision of regular updates
  • Report writing & abstracts as necessary, based on research insight, findings/metrics & recommendations – including data graphical representation and tables.
  • Preparation of data for publication

Those selected must ensure punctuality, continuity and availability according to the established provisions.    They will be offered a renewable monthly retainer according to the range of services provided/agreed upon, following a framework agreement, within which specific services, assignments deliverables and deadlines will be agreed upon.

Eligibility criteria

  • Manager Licensing and Accreditation

    Permit Number 272/2021

Requirements – A Minimum of a Recognised Level 6 Qualification and 3 years Management experience in a related Field.  Good working knowledge of both Maltese and English is required.

Job Description: 

The Overall purpose of this position is to assist the Head of the Unit in managing a National System for Accreditation and Licensing of Further and Higher Education Programmes pegged to the Malta Qualifications Framework.

Responsibilities:

• Assist in reviewing and strengthening programme and provider accreditation procedures;

• Assist in reviewing and strengthening administrative procedures, such as a unified registry and filing system to cover the whole process;

• Assist in monitoring the work of the Accreditation Officers;

• Draw up reports for the Head Licensing and Accreditation or as requested by the CEO or other members of Management;

• Assist in planning, implementing, managing and monitoring activities of the Accreditation unit;

• Manage day-to-day operations of the Accreditation Unit;

• Ensure coherence across the Accreditation Unit;

• Provide support to the performance of staff members of the Accreditation Unit by providing feedback and pointing out areas of improvements.

• Attend regular meetings, both locally and abroad as the need arises

Validation

• Implement the Validation of Non-Formal and Informal Learning as per S.L 602.02 by organizing SSU meetings, engaging more external experts, creating more sector skills units in different sectors, publish more occupational standards on the Malta Qualifications Database and ensure quality validation assessment in different sectors.

• Liaise with third parties and entities for SSU meetings, new occupational standards, new areas for validation assessment and any other tasks that may arise in relation to VNFIL.

• Carry out and implement the work programme of the National VET Team Project and ensure successful promotion of VNFIL through events and any other plans and plan a work programme for the following year based on the promotion of VNFIL and any related matters.

The Malta Further and Higher Education Authority (MFHEA) is issuing this call for individuals interested to offer their service as a Research Analyst on a contract for service basis.

1. Purpose of the call

The Malta Further and Higher Education Authority (MFHEA) aims to “foster the development and achievement of excellence in further and higher education in Malta through research, effective licensing, accreditation, quality assurance, and recognition of qualifications established under the Malta Qualifications Framework.” – (Source: Chapter 327, Education Act)

To further expand on this role, the MFHEA is seeking to develop a pool of dedicated research analysts, who could assist the authority in research projects. This Call for Expressions of Interest is intended to pre-identify these research analysts. An agreement between MFHEA and successful candidates will cover specific assignments, timeframes and deliverables.

2. Tasks

On yearly basis, MFHEA collates information about students and graduates in further and higher education in Malta. The aim is to provide a comprehensive picture of the state of Further and Higher Education locally in order to identify trends and put forward adequate recommendations for improvement. Research analysts are sought to implement activities forming part of such research projects, such as data collection (quantitative and qualitative), data cleaning, data analysis and data graphical presentation.

3. Eligibility criteria

Applicants need to meet the following requirements:

– Possess a minimum EQF/MQF level 6 qualification in a field related to statistics, mathematics or similar (students finalizing their EQF/MQF level 6 qualification in 2021 will also be considered)

– Fluent in written English

– Proficient in the use of Excel

– Proven experience in quantitative research analysis methods

Preference will be given to applicants meeting the following selection criteria:

– Knowledgeable about Further and Higher Education polices in Malta and in the EU

– Experienced in the use of the SPSS software

– Available to start in March 2021 with at least 15 hours per week.
