Vacancy: Senior Manager IT

Remuneration and Benefits
The annual salary attached to this appointment for the year 2025 shall be €32,532 + €272.48 COLA 2025. Remuneration will eventually be revised upon entry of the new collective agreement for 2025. (as per current collective agreement, which expired in 2024). The officer will also be entitled to applicable allowances.
MAIN DUTIES & RESPONSIBILITIES
 
Key Responsibilities
1. Job description
General
1. The Senior Manager IT will primarily be responsible for all IT related issues at MFHEA.
Responsibilities
2. Supports Malta Further and Higher Education Authority (MFHEA) on all processes related to IT (though not exclusively), as well as other areas as may be designated by the CEO from time to time. Also expected to perform any other functions and tasks that may be assigned by the CEO and Management.
3. Draws quotations or specifications for the procurement of IT products or services.
4. Determines strategy and orientation of IT and telecom systems at MFHEA.
5. Determines IT quality and security procedures and telecom systems and monitors their application.
6. Determines and conducts risk management of IT systems (security, reliability, integrity, confidentiality).
7. Oversees subcontracting of IT projects.
8. Designs an IT strategy based on Management keynotes and user demands.
9. Supervises the implementation of the IT strategy.
10. Monitors domain or project: Architecture (System, Network).
11. Monitors domain or project – Maintenance
12. Monitors domain or project – Research, Innovation and Development.
13. Proposes technical solutions.
14.Supervises and coordinates the execution of projects.
15. Stays informed on technical developments in the IT and telecom systems fields.
16. Manages MFHEA’s website and MFHEA’s social media platforms.
17. Manages, upkeeps and maintains MFHEA’s online database.
18. Liaises as may be required with MITA, MYER’s CIO, and other technical personnel on all matters relating to the use of IT and telecom systems by MFHEA staff.
19. Maintains equipment supplies including IT equipment.
20. Together with the Head, the Manager will work on reviewing and strengthening MQRIC processes and procedures.
21. Collaborates and liaises with all internal and external stakeholders on issues in the related area of responsibility, and facilitates networking within MFHEA.
22. Compiles and draws reports for the CEO, the MFHEA board, the Unit Head or as may be required from time to time.
23.Sources, compiles and analyses the information required to support the above functions.
 
2. Ancillary
1. Participates in and contributes to initiatives related to the Authority.
2. Attends and participates in events both locally and abroad as may be directed by the Authority.
3. Undertakes any other assignments that may be related or conducive to the attainment of any of the above.
4.Supports the Authority and its objectives efficiently and effectively.
5. Ensures that all assigned tasks are retained in high confidence.
6. Assists in other functions as may be required.
 
3. Internal Relations
1. Maintains a professional relationship with all MFHEA employees.
2. Works in close cooperation with Heads, Senior Managers and Managers responsible for the other units within MFHEA.
3. Provides the necessary assistance and contributes to the Authority’s overall efficiency and effectiveness.
 
4. External Relations
Represents and works in the best interest of the organisation.
Tasks and duties of the job holder are not limited to the above listed and employee may be assigned other duties.
Key Areas of Competence
IT and Telecommunication Systems Eligibility requirements and personal qualities – The qualifications, experience, skills, and other attributes required of the applicant.
Minimum Qualifications and Experience Required
A minimum of a recognised Level 6 Degree (or comparable professional qualification) in the IT field and 3 years managerial experience. Candidates with previous management experience will be given preference.

Remuneration and Benefits 

The annual salary attached to this appointment for the year 2025 shall be €25,147 with annual increments of €447 up to a maximum of €30,064 (inclusive of the cost of living). Remuneration will eventually be revised upon entry of the new collective agreement for 2025. Statutory mid-year and end-of-year bonuses are paid over and above this amount.

MAIN DUTIES & RESPONSIBILITIES

1. Primary Responsibilities

1.1    Authority Officers will support Malta Further and Higher Education Authority on all administrative processes at the assigned Unit (though not exclusively), as well as other areas as may be designated by the CEO from time to time.  Moreover, the officer may be assigned the following areas of competence:

a) Funding Framework
b) Quality Assurance Framework
c) Student Affairs
d) International Affairs
e) Statistical Framework and Org. Knowledge Management

1.2     Responsible for the development of assigned areas of responsibility as delegated by the Authority and the CEO from time to time.
1.3     Develops intellectual leadership in the designated area of responsibility assigned by the CEO and superiors.
1.4     Develops the relevant capabilities within the Authority to address the designated area.
1.5     Informs and advises superiors on designated areas.
1.6     Drafts reports on areas of competence and will review policies from the perspective of the designated area/s.
1.7     Supports the CEO and superiors to deliver the objectives specified in Clauses 65 and 66 of the Education Act Cap 327.
1.8     Collaborates with all stakeholders on issues in the related area of responsibility.
1.9     Sources, compiles and analyses the information required to support the above functions.
1.10  Any other function that may be assigned by the CEO and Management.

2. Ancillary

1. Participates in and contributes to initiatives related to the Authority.
2. Attends and participates in events both locally and abroad as may be directed by the Authority.
3. Undertakes any other assignments that may be related or conducive to the attainment of any of the above.
4. Supports Senior Management efficiently and effectively.
5. Ensures that all assigned tasks are retained in high confidence.
6. Assists in other functions as may be required.

Internal Relations
